Laptop not booting past BIOS

Hi All,
Really hoping someone can help me out here.
My laptop froze when I was browsing the web, wasn't doing anything stressful, which forced a restart.
Now it will not power past the bios menu. It will switch off and on again every 10 seconds or so. There is a strange ticking noise that I've not heard before which I initially thought was the hard drive.
I'd like to get a second opinion. Whats making me think its not a hard drive is that I cannot access the bios menu.
I thought you could usually enter this regardless of the state of you HDD.
Any help is greatly appreciated.
Thanks,
Ps am I able to purchase a hard drive from PC world, see if that resolves the issue and if not take it back?

I would google the make and model and the problem and see if other people have had the same situation.
I had a similar problem with a lenovo laptop and others advised disabling the trackpad which helped me.0 -
Thanks for the feedback.
It doesn't beep, only when I enter F2 to try and get in to the BIOS. From there it restarts itself.0
