Visitor Parking Permit Penalty

Hi,
I had a visitor’s parking permit that had the month and the date scratched, however I forgot to write the registration number and got a ticket for it.
Do you think it's worth appealing against the Penalty Charge Notice on the human error grounds?
I would very much appreciate your feedback on this issue.

If this was a Council PCN then I can recall we have seen a few in Worthing where the scratch card asked for the car reg but it was NEVER a requirement of the Traffic Order! Was this Worthing? Even if not it could be a similar situation. If it was a Council PCN then post on pepipoo to get help to appeal it:

If it was a private parking company then forget it = scam all the way.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
