CTB and Deferred Pension Payment

Hello to All.
I have just reached pension age as well as my wife and not sure about trying for CTB.
I have done some research and not come up with any definite answers. The form is so long and I do not really want to waste my and the councils time if the answer is a definite no to CTB.
Basically our total pensions & income come to £215.64 per week. Now our total capital is £20,300.Much higher than the £16,000 that is set but my wife had a deferred state pension payment earlier in the year of £9270.00.
I have tried to find out if this is included in the total capital, some say it will others not. If it is, then no point in going through the process with council.
Has anyone had trouble trying to find this out??

This is a DWP Circular sent to HB/CTB offices some years ago - I can't see any subsequent guidance having been received - tbh, I haven't dealt with a single case so would have to check the regulations myself
