Powerseller flooding ebay with listings? ? ?

Just typed in 'LG KG800 WINE' in the mobile phone section and saw loads of these on sale from ONE sellers, other auctions were no where to be seen and I checked the completed section and he has not even sold anything (well only one but seems to be a scammer!).
I checked his feedback and it's 2000+, he has over 8,000 phones for sale on ebay! What is all this?
I was checking W850i's I think it was that phone and again saw like a hundred listings of his, his starting prices are also high, around the average selling price, why not set-up a BIN?
Are there more sellers like him? I just think it's unfair on a few sellers who dont get much exposure and secondly for buyer like me I have to cancel out all his listings as there are like a hundred of the same things.

If he has 15 or more identical listings, you can report him.
Go to the bottom of the page click REPORT HIS LISTING, and go through about 2 boxes, and its done. Although i only do this with competitors, other markets, i dont care about - basically why report him, unless hes affecting your sales?0 -
I guess he took advantage of the cheap listing day, but yes, once you report him his listing will be pulled.0

report him, not only does that type of behaviour affect competitors, but also it gives a negative experience for buyers looking for that item.0
