Toolbar missing

Hi.
When in Internet explorer I'm sure in the old days lol I used to have a toolbar at the top that said something like file, options, about etc. I can't remember exactly. Now its gone, and "file" is no where to be seen but I can find "about" by clicking on a cogwheeel which says Alt+X.
How do I get the toolbar to display at the top when I'm on IE? I have IE9 and Windows vista home premium. Many thanks.

If I right click on the toolbar area on my IE9 installation I get the option to select (tick) the menu bar option which switches it on and offNever let it get you down... unless it really is as bad as it seems.0
