Damaged goods from abroad...customs fees refund???

Hi, advice needed about claiming a refund for custom fees.
My friend puchased an item from ebay costin over £300 and also had to pay £60 customs fees.
When he received his item it was damaged and the seller has offered to refund him the full costs but advised him to try and recoup the customs fees.

There's some information on the HMRC website. I think this is the relevant piece section 8.12 but you may need to scan the rest of the document for the address to send any claims to:
