Scottish Power what does this mean?

I've decided to leave Scottish Power, mostly to get away from their habit of raising the DD indiscriminately, but as they have just highered the cost they said I can leave without incurring the cancellation charge and the higher rate. So I emailed them telling them I'm going and as per their information will not expect to pay the leaving fee or the higher rate until I go..

The answer is...
"I have raised right to cancel on the account toward cancellation fee."

Is it just me or is that rubbish speak?

    Hi t0rt0ise. Sorry about that. What the agent means is that they have highlighted that you ar choosing to leave due to the price increase. This is known as "right to cancel". We will not apply the cancellation fee.
