In all honesty, if you have a 'reasonable' EA (a long shot) then make your offer of £200 stating your reasoning. You always have the option of going back and disputing with the DPS and she is obviously well aware of this. She's trying to avoid it. However, take care, you only have a certain amount of time to lodge a dispute so better make sure you do so within the time limit.
With regard to 'who can act', you were both named tenants, so I dont see any problems with that. You misunderstand the data protection act. Both tenants are collectively and severally liable for the tenancy and therefore, it makes no difference who is writing the letters, as long as one of you is.Debt Free! Long road, but we did it

Offer once. Whatever you feel is reasonable and justifiable. Then you take them to the DPS and dispute it all, no further negotiation. Frankly, I wouldnt make an offer at all, but since you''ve suggested your EA is not a total twit, if you want to give them the benefit of the doubt, that's up to you.Debt Free! Thanks for advice I will offer £250 tomorrow which would have been the highest we would want to go. I will let you know what happens following that offer0

Well had a surprise today, the landlord accepted £250! The agent, by the look of it had to really work on him to understand wear and tear
So that ended up being a lot easier than I expected
