    You can challenge the costs (on the ground of un-reasonableness) at an LVT. Of course, you will need to collect evidence that they are unreasonable.

    On the element of "kickback" to the council. LEASE have been quoted as saying that they think that it is illegal and they would welcome the chance to argue this in court. Perhaps you can be that case? (assuming that they do get a kick-back, of course)
