How Much Can I *Really* Claim?

Hello.
I am trying to sort out how much money I can claim back. I have read the guide, but I am still quite confused.
When it says the banks now charge £12, does that mean I can claim the amount -£12 on each thing? So if I was charged £35 on a transaction I can claim £23 of that back?
Edit:: Allow me to be a bit more precise:
Every month I am being charged £12 overlimit fe on my credit card. I don't have the money to pay it, and it is always the fee which puts me over the limit (My card's balance might be £195 at the end of the month), so I am charged an overlimit fee for being over the limit they put me over.
Is there any chance - seeing as I am with Natwest, and the fee is £12, that I would see any of that money back?

One final point which has been niggling me. Is this the right address to send the initial letter to Natwest:

It's the one in the Help Thread, but I just worry because it has nothing about Natwest in the address (Like Natwest House or something!).0
