Q about energy saving lightbulbs

I have recently changed all the bulbs in my flat to energy saving ones but i also own the flat above ours on a BTL.
There are about 5 lights on the stairs between the 2 flats and was thinking of changing these too, but they are on a timer, about 2 mins i think, and as the energy savings bulbs dont come onto their full brightness for a few minutes would it be worth changing the stair lights too?
Also i have a couple of small lamps in my flat that take smaller than normal bulbs. Can you get smaller, lower wattage energy saving bulbs? I've only seen the normal sized ones

I am sure you can get some smaller bulbs. Maybe not very small, but i.e. I got energy saving bulbs for the cooker hood. I don't know what bulbs you got, but the ones I got come up to full fairly quickly - only the cooker hood seems to take a bit. I had a bulb that was called something like 'soft start', which used to come up gradually and I hated it. No need to say it was changed pretty quickly.Spring into Spring 2015 - 0.7/12lb0

Leave the stairs bulbs as they are or someone will end up breaking their neck!
