According to the rules, yes.
However, There have plenty of incidents where Capita Ltd staff - Those that are hired by BBC do in fact cheat and lie in order to gain their commission. If a TV is present regardless of whether it's legally required to have a TV licence, then they will lie on their forms purely on the revelation that you have a TV.
So you cancel it, and tell them nothing0
