The boards will definately not provide adequate insulation. If there is no evidence of the joists being raised then there will be a max of 100mm under those boards.
Either clear your loft and get the insulation laid on the top of the boards (note not all companies will do this - some will tell you to lift the boards) or get the boards lifted, joists raised and top up insulation to 270-300mm and then reboard if you need to,£2 Savers Club #156!

Because wood rots, it doesn't breathe, and it will transfer moisture.
Wood has a U value of about 0.64 assuming an inch thickness.
This is a lot better than most polycarbonate roofs in conservatories.
It isn't the most effective but it will help to a certain point. It won't be as effective as 1" of equivalent insulation as it won't "trap air" in the same manor but will provide some insulation on top of the existing insulation.0 -

Wood is an excellent insulator but it needs a decent thickness to be effective which floor boards won't be. Insulating material like rockwool is lighter and more effective "per inch"

Quite, if the boards were thick enough to provide any serious insulation you would be building a log cabin.
