Insurance gone through the roof - cheaper solution

My friends son had an accident whereby a car went into the back of him. The driver admitted liability and both the son and driver were with the same insurance company.
My friends son is 17 and the insurance this year cost £1400. The insurance company has decided to right his car off and give £2000 for it.
A new car is about to be purchased and they have been quoted £4400 insurance for it.
It has been explained that the insurance company runs a probability that as he has had a bump that was not his fault in the next year he will have a bump that is his fault - hence the high insurance ?
Is there anyone that you can complain to as this accident was not his fault, the other driver has admiteed liability and all is being paid from his policy ?
It seems very bad that someone is getting blamed and penalised for something that wasn't their fault.
All help gratefully recieved.

Some people say you can claim non fault loadings from the at fault party.
I've done it and got paid but others say you can't do it but generally the debate about why the non fault loading differs from any other claimable consequential loss descends into "you were lucky"
I can't see any reason why but even if there is and I was lucky then I can't see any reason why the young driver involved shouldn't be lucky too. The opposition in my case resisted right up until the point that the court papers landed on someone's desk so don't expect it to be easy or quick.0
