Help - Windows 7 Installed with old windows still on Laptop

I have a laptop and recently installed Windows &, realized that the old Windows is still on the Laptop in a folder called Old Windows. How is this supposed to work? not really sure what I have done!! I thought I was doing a clean install. I am supposed to just cut and paste/re install all the files & programs I want to keep or can I just delete the old folder & start from scratch?
