BTW, aren't you curious as to whether CK (he lets me call him CK) managed to cash his petrol vouchers at the Uxbridge Road Tesco garage, or whether he had to accept the Harlow garage's measly offer? And more importantly, whether he got Club Card points, after all - Every Little Helps !

OP, it sounds like you have had a monumentous journey but got there in the end.
From the adjudicators perspective, they are looking to see where HMRC have failed in their procedures and amazing as it may sound, its possible that HMRC followed their procedures (hence the damp squib ending to your quest).
for example, if HMRC can show they've written to you then they can tick the box that "they contacted you", they may have lost your file/correspondance but then found it again (albeit after months of nudgin), so it was lost, now found so have HMRC losst your records? No, so no complaint there either.
I trust you see what I mean, the reality of course is frustrating and I regularly deal with HMRC on scenarios much worse than you describe and it is like banging your head at times.....adjudicator is a bit of a waste of time as not so much they are biased and more that they don't recognise "frustration" as a factor so to speak. HMRC are not Tesco, Tesco care about it if you have a bad experience, HMRC will not.
Still, you made your point, you got your refund and a small compo on top, that is the victory here.Anger ruins joy, it steals the goodness of my mind. Forces me to say terrible things. Would it help if I said I tried to close an investment account with Barclays Bank and found myself talking to people in four different towns in UK plus somewhere in India. Conversations I confirmed in writing.
Eventually I found intelligent life on the other end of a "secret" 0800 number; thought it still took Barclays three goes to get the closing balance right - actually I think I might have been slightly over paid but I gave up disputing the figure at that stage.
Perhaps this is the price we pay for living in a country where the government needs to spend half our money to balance the books?0
