OWL not working in our new house.

OWL not working in our new house. Have put it on the wires near the meter in the new house and it is not working. It's a 1950's house so probably 1950's wiring.
If the is a techie wizz out there to help I'd be most grateful.

    A photo would be helpful - if you can take one with a digital camera, upload it to somewhere like Flickr and then you can create a link on here. My random guess is that the cable you've put it on has both live and neutral within the cover and so the impulses are cancelling each other out but without a photo of the set up its pretty hard to advise - sorry.
