Toilet handle not reverting to horizonal position after flushing.

Hi folks,
I have an older type at least 20 year old low level flush toilet, and have a problem where the handle is not reverting to horizontal after flushing.
I'll just describe the handle type, it goes into cistern and then there is a horizonal bar at 90% on it. At the end of this bar is a wire which then attaches downwards to some sort of thingy (to provide suction at flush time or something to that effect)
After flushing the handle doesn't revert to its horizonal position, just wondering if handle has spring on it to as I can see a piece of wire sort of sticking out where threads are at cistern part?
If not its probably just a case of getting the right balance between everything there so that gravity returns handle to horizonal postition.
The ballcock that used to be in cistern has been replaced with a more modern setup there.
Any advice about how this handle works appreciated as buying a more modern unit would mean a complete bathroom suite and maybe even the existing bathroom tiles would have to be redone, making it over a £1000 job.

the syphon has a spring inside it to drop the flush back down & raise the handle, if it's 20 yrs old the easiest thing is to get a replacement syphon make sure you measure the height of it inside the cistern & get one the same height, as it's low level it's a diy job all the bits you need will come with the new syphonI'm only here while I wait for Corrie to start.
