Do we have to pay for new bins even if the house never had any when we moved in?

Birmingham council don't provide bins, every 6 months they leave a roll of black bags and roll of garden waste bags. Needless to say, we always have to supplement these, even though I recycle everything (recycling boxes are free, including replacements).
The council just leave them on the doorstep with no prior notice. If you don't wake up early, sometimes they get nicked although on my street that's not much of an issue because we have a front garden. My SIL never has any bags because they're always stolen, her front door in right on the pavement.
When my next door was empty, I always used to take their bags.
Trying to find out when the bags are due for delivery requires a one in a million chance of success. They give a wide range of dates and cannot even get it down to a week or day of delivery. This makes it practically impossible to be around in order to take the bags in to avoid them being stolen.
I'm tempted to buy a USB camera and record who takes them. I can guess it's their daughter. The one they send to take food off an OAP.:mad:
Bham council will deliver a replacement set if they are asked, because they have done so on two occasions for me. They agree to throw the bags over the back gate so they are not stolen.....Why the hell they cannot do this when the bags are delivered is something that annoys me because what I dislike most is having the people responsible getting free bags and being able to put out 8 or more bags each week without having to pay for them. Thieving council tenants!
The last time they delivered replacement bags and I got the replacements, a couple of weeks later a new set of bags was delivered and I was home and saw them left on the garden so managed to get them.0
