Hi. If I am a second card holder on my wife's credit card account (Barclaycard) can I apply for a credit card with the same company?

Yes you can, it's only if you're the primary card holder that they don't like it.
When it asks if you already have a barclaycard say no, as technically you dont.
You won't be able to tranfser balances between the 2 though.0 -
