I'm assuming this was after 1st October. (If not, this advice is not valid because the PPC can only pursue the driver, and not the registered keeper). I'm also assuming you are over 18. (If not even better, because they can't enter a contract with you.)
Write an appeal to the PPC. They will cancel their invoice, and that will then show your Dad that the whole process is a scan. Hopefully he will then show more backbone next time.

Following advice on the moneysavingexpert forum, I wish to confirm that I was the driver on the date the alleged incident occurred.
I wish to appeal against your invoice for all possible reasons. I will not be providing further details, or entering into more correspondence with you.
I require you to acknowledge this letter within 14 days, and to either cancel your invoice or provide me with a POPLA code within 35 days, otherwise you will be deemed to have cancelled your invoice.
