Do I need building regs?

I have recently been granted planning permission for a couple of small extensions to my house. I had been told that I could do these alterations under a building notice as I work in the trade and all the people who will be working on the extensions will also be qualified tradesman.
One of the extensions was to remove my old conservatory and replace it with a dining room.
This should not have caused a problem until I found out that the conservatory was built over a drain.
It is a private drain, only used by myself, and flows directly into my neighbours drain (manhole around a foot into his boundary.)
It is not possible for me to divert the drain so I will have to build over it.
Does this mean that I will have to go to the expense of having full plans drawn up to include building regs at a cost of around 1k?
Any advice would be appreciated.

You don't need full plans and can do this under a Building Notice. Being a tradesman and employing other tradesmen has no bearing on the matter - the building inspector will approve or otherwise the work based on its compliance with the regs. and not who did it.
The forms can usually be downloaded from your local authority.Forgotten but not gone.0
