Ebay/Paypal Why 72 hours?

Hi
Further to my post yesterday my account was restored at lunchtime today so i withdrew some money to my account.
No they tell me this may take 72 Hours (despite my account being linked and verified). I am sure that the new EU laws mean that payments have to be made within 24 hours which is why paypal now use faster payments - yeah right!
In addition as i am new some items still have not had the funds released despite +ve feedback being left some 24 hrs ago - again paypal tell me this will be upto 72 hours.
Is this normal or am i just expecting too much as a newbie?

Dont expect alot from paypal. Just wait 72 hours and if not in then ring them. I think there allowing time for disputes ect0
