Unable to use the internet call from scammers

I switched the computer on and was not able to go online as I got this message that a programme has been removed. I ran a diagnostic test which came negative and tried to run in safe mood. Since Monday I have been getting phone calls about my computer being corrupted and told him I am not interested. Funny enough whilst having problems to use the internet I got a call and the guy asked whether I am having problem with my comouter and he can direct me to a safe side to fix it. I told him, no thanks I will contact the computer manufacturer. After the phone call I switched the computer on and it is now working. I am just wondering whether the scammer could have temporarily disable a programme on my computer? Thanks

    Only if they had previously accessed your computer (e.g. you visited a website that you inadvertently allowed to install something on your PC) which then allowed them to remote-access it.
