Letter Advising Housing Benefit Changing Due To Spare Room Which Carer Uses?

Hi
I am single, disabled and receive high rate of care and low rate of mobility, receiving income support + incapacity benefit along with housing benefit.
I stay in a 2 bedroom home, carer stays over night in the spare room depending on my illness which varies on a daily basis..
Received letter from housing benefit advising from 1 April 2013 i will loose 14% of housing benefit if i am seen to having a spare room.
Called housing benefit to tell them spare room is used by carer etc..
They advised they would send a form out to be completed.
Will i loose my premium for "staying myself" after sending this form back confirming carer stays over night on a varied basis?
Any help/advice would be appreciated..

this is just my thoughts on the matter ....
you should be entitled to the extra room because a carer stays at night to look after you ...
but they dont live with you ...
so your premiums should be protected0 -
