Telecare - Advice Needed

My Dad moved into a new a flat just over 2 months ago.
He was very active but the flat needed bits and pieces done to it.
A couple of weeks after moving in he had a fall (outside) and broke his hip.
After several weeks in hospital he was transferred to a rehab center.
He's done well there and they want him back in his flat within 2 weeks with modifications being done in the flat.
But the main problem is that they want a Telecare system fitted.
He has no phone line in the flat (just uses a mobile).
I phoned Virgin, but they won't provide a phone line without the purchase of another product. So I booked BT but cancelled when they give me a mid-Jan 2013 install date.
Other providers use third party lines so may not be suitable.
What do I do now?

is there already a phone line installed?
i moved into a new build flat, so obviously no one had a phone line prior to me moving in.
it was orrelevant which probider i went with, as the phone line had to be installed by BT. it took weeks to get sorted, even though my chisen provider said it would be 'live' within a week.
try contacting social services to see if they know how you can make your father a priority0
