Ebay wipes the floor with me ...!

Hi all...I know its my first post on this site but i have been registered for over a year
Can i tell you about a problem i have had with ebay this week ...? Due to being ripped off on ebay a few years ago i decided to get a Mastercard Pay as you go card ...i have linked it to my paypal account and it works fine in conjunction with my bank account, Firstly I am not new to ebay and have been registered for over 12 years on the UK site,
I have not sold on ebay, for getting on for over 2 years ...and i decided to sell my old smart car run about, so i decided to list it on there site, everything went fine till i hit the list button ! and a box flashed up..! they need my credit card details ( as the one listed had expired) so i grabbed my Credit card without looking started to enter the details ........of my Prepay Mastercard... Dam ! it then "popped up a box " requiring a verification code which i did not have ( i needed this to be sent via the post then i needed to enter it to activate the card ) I decided not to proceed ! I shut Ebay down and carried on surfing the net, a few days later while on Ebay i notice they have listed the auction,
I just thought no more about it ( i sold the car via ADMAG) next thing i know Ebay sends an invoice via email...I am not that active on the net and a few days later Ebay deduct £19.95 from this card ...i miss this, where it then sits a few days, racking up 50p a day, i notify Ebay who admit i did not complete the application, and payment should not have been taken, they agree to refund me ? 4 days later i don't see my refund ?
I decided to contact them again telling them this was took fraudulently from my card, as i did not give permission, But they, refused to refund the payment ! I stewed on this and i thought why should they agree to refund ..then refuse a day later, so i rung them back, they then agreed to refund me, but told me it will be 19 days before they will process it .. Can Ebay just finish an application themselves and then attach my card without my consent to an account ? and refund me when they feel like it? the mind boggles ? many thanks Richard
