PCN Displaying only 1 part of 2 Part Ticket

I recently bought a parking ticket. It was in a new format. A repeat of the original ticket.The previous usual format is one ticket. I displayed half in the front shelf and took the other half with me. On return to my car I had received a PCN for not displaying a valid ticket. I sent a photo of both halves of the ticket and explained that a ticket was purchased as the photo verifies and under such circumstances could they please cancel the fine. The councils parking department refuses to take this into account. Admittedly the ticket does say to display both halves. They have also supplied photos of the the one half in the front shelf and all the door windows. They have not supplied photos of the rear parcel shelf though. Can I request this also? I really thought common sense would prevail Since they have established that I had in fact purchased a ticket. The ticket does not say it has to be displayed together. Its just really annoying that I purchased a ticket and did not attempt not to pay which has been verified by council. Its simply a technicality. The other half could have been placed in the rear parcel shelf. This puts many people at a distinct disadvantage. Those who are illiterate, or English not their first language.(Not applicable in my case just an observation. It just seems that again law abiding citizens are again
being penalised. What are the chances of having this PCN overturned? comments please. Thank you

What are the precise instructions for displaying the voucher and what is the contravention on the PCN?

(83) Parked in a car park without clearly displaying a valid pay & display ticket or voucher or parking clock.

I would email the Council for a copy of the Parking Places Order for that car park, if you cannot find links to their off-street Orders on the Council website. It's a public document so they have to make it available and that will define the 'requirement to display'.

The Order prevails over anything else so you need to see the wording.

Also post a new topic on pepipoo with a copy of both sides of your PCN, and this P&D ticket, and a copy of their reply and what you said in your appeal.

Pepipoo will help you appeal this further but please, please do not post without pics. Most people do win in the end and IMHO you have grounds for appeal.
