Seems pretty straightforward she's been charged the VAT on $56 around £7.3? and a £10 admin fee. For small amounts they'll usually deliver and send a letter for the charges later, for larger customs amounts they'll want the payment upfront as the courier pays HMRC on your behalf to get the goods cleared.
Just pay the £7.3? VAT using the invoice ref but don't bother with the £10 admin fee, they've no legal recourse to collect it and no way will they take you to court for it.0
