Do DVLA sign off tracked mail?

Well if 'recorded'/'tracked'/'signed for', whatever they call it now only gives one proof of posting, then you may just as well get a free 'certificate of posting' and save the extra money?

That's what I'm wondering. You add 90p to get a tracking number that may or may not be updated upon arrival... seems like an odd way of putting things.

Or maybe it's just too early for my brain to function properly!

UPDATE

I checked the tracking number on Royal Mail and it said the usual "We still have your item!" garbage.

Just phoned up DVLA (0300 790 6801) and gave them the tracking number. "It's arrived and was signed for this morning! Excellent timing!". Confused, I checked the Royal Mail tracker.

Apparently, between my last check five minutes ago and my phone call, the package was delivered and signed for.

Hmmm...
