fitting wicks pine flooring

am using wicks tonge and groove solid pine flooring.Its cheap and i,ve used it before.
last time it was laid in the basement of Victorian terrace.
it was laid on a concrete floor over green fibre boards for extra warmth.
This property also concrete floor covered with old vinyl tiles.
The floor looks good and dry.
Underneath the old carpet is old underlay,a natural fibre thats in good condition.
Could i lay floor using this as underlay ?
