Flat roof- builder has not done what he said in quote

Hi, I recently had a leaking flat garage roof replaced withnew EPDM covered roof with 20 year guarantee, or at least I thought I did.
The quote said "Strip off all old roof, edgings anddrip edges and remove all debris from site".
A neighbour told me he didn't think all the old chip boardhad been removed and they had just layed over it. I knocked a few holes in the plasterboard inside and it looks like he is right. Also the old flashing has been left and just covered over with the rubber sheeting, the bump is noticable and the new trim is now 4 brick courses up on my house and really obtrusive. Theres a few other things like water pooling at the back and the trim being an inch away from the bricks above my front door and the patchy way its been joined to the bricks that mean I'm not happy with the way it looks. At least its waterproof.
An independent roofer said that in his opinion it needs redoing especially if wet boards were left down as the moisture will make the waterbased glue fail.
I haven't paid yet although I have been invoiced twice, I replied with I'm not happy with the quality of the work. They have not replied to my email. I rang and they said they were too busy to send someone.
I was happy with the price and was ready to pay but should I pay it all if he hasn't done what he said he would and has just covered the old chipboard and left the oldflashing up underneath?
Any advise on how I deal with this please?

keep a paper trail..send a letter to him recorded delivery and put your grievance in writing. If nothing happens then i would suggest getting a report done stating whats wrong and what needs doing to rectify with costsSealed pot challenger # 10

In law you must give him the opportunity to put right what he has done. If you have a written contract with a description of the work, then send him a letter by recorded delivery stating why you are not happy, and what you want him to do. You are within your rights to ask him to redo according to the contract, if that is what you have. He may write back with a compromise, and I think you can say no, you want what you paid for. If he does not comply, then you can get someone in to redo the work as per the original agreement, and subtract from the payment due to the first person the amount paid to rectify the work. But you must make sure you inform the first person of your intention to employ someone to put right BEFORE you get them in, to give the first person a chance.
I should add I am no lawyer, so contacting the Consumer Direct or whatever they are called first is advisable.Warning: This forum may contain nuts.0 -

It is worth getting an independent survey done, although it will cost. Definitely take photos of the work, especially the faults. Use a tripod.Warning: This forum may contain nuts.0 -
Don't pay them. The work has not been completed to your satisfaction nor against the scope as quoted. You will have to pay them something eventually but thats your biggest lever to getting it sorted out.

Tell them to undertake as per the quoted works and if they are unwilling/unable then they must remove the materials from site. If the work is not undertaken within 14 days then you will be instructing an alternative contractor to remove the materials and construct as per spec.
I don't believe you should pay them anything as the job is not as quoted.Some people don't exaggerate........... They just remember big!0
