Parking charge notice

Back in June I received a parking charge notice with a £60 charge. I appealed as I was not the driver. This was rejected saying I should pay or name the driver. Lots of subsequent letters from the company, debt collectors and solicitors threatening court action if I don't pay or provide the drivers details.
I know now the private company parking regulations have changed since October . Should I name the driver am I liable for penalty charges if I don't. Will they go to court, I have seen some cases are now?
Any advice please!

The regulations regarding naming the driver may well have changed however the legality over a P(arking)CN has not AFAIAA.
It is an invoice should you choose to accept it, it is not a fine, it is not anything you are legally obliged to even consider reading let alone replying and god forbid, paying.
Even if the regulations had changed to legally oblige you to name the driver, there were not in place in June, hence you cannot be held liable on that point in any case.Unless specifically stated all posts by me are my own considered opinion.

* The Protection of Freedoms Act (which is the legislation you are referring to), like pretty much ALL new law, is not retrospective. What on earth would make you think it would be otherwise?
* There are NO regulations which OBLIGE you to name the driver.
Forget it. All irrelecant in the OP's case. Just keep on ignoring as you have done.0 -
