need to buy a quiet running PC

I have never owned a desktop PC,only laptops, due to my small flat. However I am now tired of looking for a laptop that has a good screen etc (I prefer matte and bright, to the shiny ones that are on every machine except Lenovo) at my budget which is about £700.
I am happy to switch my new Dell truelife laptop for a Dell desktop with clear, matte monitor, but am put off by the noise of the box on 2 Dell desktop pcs that I have seen. I do not need a gaming level PC.
Please advise me on any quiet running hdd PCs please. It is already hot in my PC workspace and it is small.

I'd have to get a PC either with one of these products fitted already or with someone to do it for me. No idea how. This would be my 1st desktop as I say.
