I have tried to apply for this but was told that as an existing VISA card holder I am not eligible. This was not apparent to me through the application process. Has anyone else had this problem or was someone just trying to get me off the phone?

I think they're misinformed, you can add that or the Freedom Rewards card to your existing account or in place of your existing card. I converted my old Barclaycard Initial, which was a Visa, but they said I could apply to have it in addition. I did it online though.0

I had a Barclaycard World MasterCard, and was accepted for the 6% cashback Visa. Worth asking again, or send a secure message via MyBarclaycard and get an answer in writing.0

Frankly, I wouldn't bother. Nowhere in the T&C does it say that you need to use the credit card 15 times to qualify for the introductory bonus. I even asked (unfortunately by phone) and was told that I didn't need to. Needless to say, the first statement came and my £2000 spend had earned precisely £10 cashback, not the £120 I was expecting.
Still fighting this one but it's all such a drag...
They are charlatans.
