eBay Selling Limits Rant! Grrr!

I'm fed up with eBay at the mo because of my selling limits. I've been on eBay for years and bought loads of stuff but rarely sell anything. This month I decided to get rid of some stuff and put a bit on eBay. I'm allowed to sell 10 items or £650 whichever comes first, no biggie, that's pretty good. Except first I get a non-paying bidder for my £155 item, and then someone wants to cancel after winning an item at £169. I did the NPB thing and got my fees back, then a second chance offer on the second item and got a good price for that. I did a second chance offer on the first item but the guy never responded.
BUT! eBay won't take those non-sales off my total allowance, even the second chance offer that wasn't accepted! So I can't list anything now until next month. It's only a few days off I know but it really bugs me. I sent a message to eBay customer service and got a reply saying that's how it is. There's over £450 of my selling allowance gone that I never even sold, and it means I can't relist the first item that I had a NPB on!

Thats why most people have several accounts . My nephews got 10 - and he gets by fine.0

So I clicked the link to request higher limits and eBay sent me a letter through the post with a code so they can confirm my address. My limit is now 100 items or £3,500 per month which is way more than I'll need as a private seller.
I checked with eBay and having multiple accounts to bypass restrictions is against their rules.0
