opening a new isa for transfer

I opened a new cash ISA in April. It does not accept transfers. Meantime last year's old isa's high rate will fall to next to nothing in December. Can I open a new ISA to transfer in that money so that I may get a decent rate? I won't be putting new money in, merely transferring.
