Free Insulation Deal - Need your opinions

British Gas undertook an inspection of my house to see if I qualified for the free cavity wall insulation, but I was turned down on the basis of access.
I'm rather confused by this - maybe someone here can explaint it to me.
I was under the impression the deal was if they could do at least 2/3 of the property then you were eligible. They can in fact do 7/8 of the property, the only issue is a small area above the conservatory which they say they cannot access unless they erect scaffolding - but they say they cannot do this as there isnt enough space between the conservatory and fence. I know this is incorrect as there has been scaffolding around the property since the conservatory was erected and I've since spoken to a local company who confirmed erecting scaffolding would not be an issue as the space is more than enough.
Going forward, what are my options? I'm happy to have the front, side and half of the rear done if thats an option (in fact is the side wall I'm more bothered about as its the coldest). Is it possible that a company could do just this area?
Also, I thought they drilled holes around the lower area of the house, they did when my parents had their house done 2 years ago. Has something changed and they now need to drill holes right up the house? If they can fill the wall from the bottom then why is the conservatory a problem?
