Advice on mould

I have moved into a rental property(ground floor flat) and one wall which is a internal wall keeps getting mould that covers around 4 feet wide and 2 feet tall from the floor. On the other side of the wall is the neighbours staircase. We do the following to try and clean the mould
Open all the windows for 2-5 hours a day and leave the internal doors open to all airflow around the house
Use extractor fan and close the door when using bathroom and then open the window for a hour after.
Open windows and shut doors when cooking
Dry clothes outside or in a condenser dryer with extractor fan running
Room temp is between 15-24c depending time of day and rooms are heated with electric radiators
Trickle vents are used on windows
Wardrobes, bed and chest of drawers are between 6 inches and 1 foot from walls to get the best airflow behind them
Dehumidifiers being used
Washed Walls down with bleach solution
I can't seem to stop the mould growing and it get worst after heavy rain
Any advice on whether it caused by me or something wrong that the landlord needs to know about

A few questions
is the neighbours staircase wooden or concrete?
is the neighbours staircase in an unheated stairwell?
is there access to the underside of the neighbours staircase
How old is the building?
for such a localised problem it does sound like you need to be speaking to the landlord

not sure what material as never seen inside their house but from the noise that comes through the wall when they run up and down im guessing wooden and im guessing it is unheated as i think the door opens onto the stairs and as the building is all electric heaters im guessing the top of the stair may have a heater but dont know if they use it at all
there is no access as their staircase backs onto the neighbour on the other side of the building staircase and from what i can work out the building was built around 1995 so not even 20 years old yet0 -

I had a similar situation with mould / damp plaster on an internal wall in an 80's built block of flats, that turned out to be a leak in the floor
From what you describe it could be something similar.
I suggest you contact your landlord, when they tell you it's a lifestyle problem and just condensation, tell them what you've done to combat the condensation as per your original post and that you think the problem should be looked at by a 'damp' or building surveyor
