Should I now submit MCOL?

First of all apologies if the answer to this question is somewhere lurking Ive been looking but cant find it.
I sent my letter threatening court action three weeks ago giving them 14days to reply/give money back but I have not heard nothing. HOWEVER i never sent it registerd/special delivery - is this a big mistake , and do I need to resend or should I just go for MCOL stage now? Or is there any way of ringing up to see if they got the letter - or just ringing to see what stage they are at with my claim?
Any help would be greatly appreciated.

Its a safe bet really that they have received it but may not have actually got around to it. Their workload isnt your problem though. You can ring up as you suggest or you can file at MCOL, its your choice really and good luck
