Vehicle insurance admin charges

Is it normal to be charged for a COA on motor insurance when that is the only thing that has changed? My Dad has just been stung for £20.60 on the insurance for his moped just because he's moved. Seems like admin fees cover any multitude of things

    May not be an admin fee, some areas are a higher insurance risk, so if he has moved into a higher risk area his insurance will be higher and it could be a charge from that

    If it was an admin charge, thats not too bad, I know Adrian Flux charge £50 for every policy change
