Improving double glazing

We can't afford to replace our lounge or bedroom window, but need to improve it if possible.
Both are double glazed, but pretty much had it.
The bedroom is the worst, it had mould spots all around the frame, by that I mean the plaster on the walls and the window ledge (base at the bottom) has the paint peeling away which reveals wood underneath.
Is the best idea to sand back the plaster and window ledge and treat it, then re paint?
Anything else I can do, get it re sealed?

It is only these two windows though, they were already double glazed when we moved in 6 years ago. The back of the property didn't have any double glazing so we did that when we moved in and those windows we never have any trouble with.
So I'm unsure how we can address our heating.
I do have a dehumidifier now, but can't think of anything else.
Any other solutions?Mummy to two girls: October 2013 and February 20160 -
How have the DG windows 'had it' ?? You seem to be describing problems with the walls and window ledge, rather then the DG units themselves."You were only supposed to blow the bl**dy doors off!!"0
