My plumber did not give me a certificate after central heating installation

  • I've recently been out to a new boiler install and unvented cylinder.
    The GSR hasn't registered the boiler with gas safe, he didn't fill in the benchmark book, he left the cover off the boiler (I know this as there are little pieces that need snapping off to get past the pipes) he left the elderly couple with no heating for 5 weeks (until I went) he didn't commission the unvented cylinder, he sent both the pressure/temperature relief pipes upwards in 15mm plastic, he didn't stand the cylinder upright, he didn't notify the cylinder. The only thing he did do was register the warranty because he got points for it.
    I contacted the council and Gas Safe to complain about him as well as the local Trading Standards. So Far zilch.
    Filling in the benchmark or not (according to the manufacturers) doesn't invalidate the warranty unless there is proof the boiler wasn't commissioned.
    If the unvented cylinder hasn't been notified and you contact the local council they can chase you legally as you were the person who commissioned its installation by the guy you used, it is your responsibility to make sure someone is qualified.
    My local council weren't interested in the boilers notification as the property I mentioned wasn't a new build, its installation will be notified to them by Gas Safe for a few pounds compared to the homeowner doing it for a couple of hundred.
    Gas Safe may chase him if there are signs that the installation is unsafe or illegal but you may need this confirming by either Gas Safe or another engineer.
    If he has installed the cylinder illegally I would, in your shoes, have it checked ASAP as incorrectly installed these cylinders are dangerous.
    Contact Gas Safe, Trading Standards and the local council but don't hold your breath.
    Sorry to be so negative but I've recently decided the illegals aren't being chased half as much as they should be!
    P.S. G3 certs aren't Gas Safe's business.

    I was just about to say too....Unvented is nothing to do with Gas Safe. Our engineer has his unvented certificate and it isn't on the Gas Safe web site. We can ask them to add it on by providing a copy of the certificate but it is completely separate.

    Did the engineer leave the commissioning certificate with you? He shouldn't have needed to take that away to register the boiler as all he would need for that is your name,address,make and model of boiler.

    Thank you for your replies.

    I have spoken to Gas Safe and they said the boiler is recently registered with them and I should receive something in the post in the next 10-15 days! I was surprised as you guys suggested that he needed to do it within 20 days of the installation. So I don't know what is going on.

    I was not given any paperwork regarding commissioning or benchmark document. Are these necessary? Will a Gas safe cert be enough?

  • it will if you want to sell, but not for the boiler warrentee, the benchmark book needs to have been filled out, this maybe in your installation & servicing book for the boiler, you could always phone up the boiler man & check if it's been reg if it hasn't you should be able to do it over the phone.

    It seems to me the plumbers are gas safe but he may not be
    Having competency in unvented cylinder and in that case he is not supposed to install .
    I had same problem and I called gas safe inspector to check or inspect his work . Of any work not done or building regulation broken it will come up in report . Once it is defect just file claims in small claims court and you see he will have to come for negotiation. Also notify to your council . I live in three river council and they did not bothered so i m trying to take steps against council .
