Blinking balcony

This all started with a leak and has growed. My dad's balcony leaks down into the flat below. So we thought we would seal the edge, job done. I thought we could screed the floor and sort of slant it away from the flat and encorouge the water down the downpipe. Then people said the concrete would not be waterproof and we would have to put tiles on to seal it. We then read about a system that involves using a fibreglass based product with a resin coating on the top. Now the doubts are setting in will we be able to use this for a balcony have plant pots, a barbecue, table and chairs, or is it more for flat roofs. We did go from South Devon to Warwick to see this product and how to use it and it seemed okay. Part of the problem is the fact my husband is a Libran and finds it hard to make a decision.!!
Anyone got any ideas? The balcony is about 43' x 5' and is concrete based.
The next big problem is going to find glass and stainless steel for the railings at a price we can afford. We are not having perspex as Bob Property kindly pointed out that it would scratch. We are right on the seafront so suffer from rust!

You could use bitumen. Hmmm, maybe not!

thank you?! for your help. I think we are going with one of the first plans. Laying plywood on tapered furling then using the resin stuff. We were going to just repair the leak, today I have painted 3 storeys of a four storey building [with help but not from 'im indoors] tomorrow we are taking down the rusty railings. After much discussion we are going to replace the rusty railings with a thermalite wall leaving large gaps to fit the glass that I am determined to have. The stainless steel that I really wanted with the glass has been shelved. Too expensive and it got a bit technical too.
We are landlords too bet we could share some stories. My last tenant left taking his cannabis plants with him. One of my tenants died and we found her that was very sad, she was an alcholic.

Have you considered pooring a tin of "it does what it says on the tin" resin, brush/roll it in the concrete and let dry. This should make the balconey more waterproof.0

Mr Warren, the stuff from Warwick came today five hundred quids worth. Can't send it back either. I did not know about that stuff bet it was cheaper too. I also bet it is going to be advertised on TV just to rub salt in the wound. Kinda wished you hadn't mentioned that. Finished
painting the top 3 storeys today. It looks great-really pleased-then along came a seagull and left a message. Our flat is on the top floor and each morning about 30 pigeons sit in our gutter waiting for my dad to come out and feed them. Sometimes they are waiting so long they can't contain themselves. So I bought some anti vandal paint, having checked first with the makers that it is harmless to birds and got the chap who is helping us to paint it on the gutter. The idea behind that is it will not feel nice on their feet and they will not settle there. Wrong- it must be cool and soothing for them and has not stopped them at all. So tomorrow it will be pigeon pooh on the wall as well. The stuff wasn't that cheap either. So I have for sale half a tin of anti vandal paint and some resin sort of stuff.
