Capcha not working on some websites

Recently I have a problem when filling in forms ( i enter loads of competitions) the capcha is not displaying. in its place is either a red cross or a "paint" picture. I have tried several browsers - i usually use Chrome but tried IE, i reinstalled the browsers, I cleared my cache, I disabled all addons- nothing!!

It works for me on both IE and Chrome.
Just Googled this and one answer to the problem was to do with cookies - have you accepted the use of cookies on the site?0 -

Download CCleaner http://www.filehippo.com/download_ccleaner/ and run a scan, make a restore point, run cleaner. Do not touch the registry cleaner though.0
