From your post I assume that you have either moved home with debt remaining for Elec/Gas at the old address, or Switched to a new supplier with an outstanding debt to the old one
If you have moved, providing the supplier at the new home is not the same one as at the old address, the old supplier has no power to insist on meter changes at your new home, nor do they have the power to do this if you have Switched to another supplier.
Thay said, Utility Co's who don't have the right to collect debt thro' a pre-pay meter tend to be agressive with Debt Collection - They are after all owed money they have no other way of collecting.
Best policy is to contact them and agree to pay the debt by regular installments, but be aware that if you fail to make a payment under the plan you have agreed, they will quickly release the attack dogs of the Courts & Bailiffs0
