Chnage of justification during 90-day consultation?

Is it legitimate for an employer to change the justification given for redundancy for a pool part-way through the 90-day collective consultancy period?
I suspect this is in the process of happening, and wondered if this is considered grounds for a potential claim for unfair dismissal.

Depends.
One of the reasons consultation is there is to examine the reasons the jutifications try to mitigate the impact.
It is perfectly reasonable for a company to discover that they got something wrong or missed something.
Example : they planned to relocate a group of people, but during consultaion discovered they did not need them or thought they did not need people but change their mind and decided to relocate.0
