This sentence contradicts your previous sentence! How can it be exactly as now, when you have just stated that you only get one actual bill per year, if you are lucky!

Which is different, as they have now agreed to read the meters every six month and issue bills.

Bills based on actual six monthly reads will now be issued. If you also want an estimated bill in between, someone like you can still have it if you request them, however as you have decided to leave Atlantic imminently, why are you being so pedantic about the new improved billing service!
