Windows Tooltip Colour / Domain Controller

Does anyone know the method to push settings like the Windows tooltip colour from a domain controller?
We have a network setup whereby all user accounts are configured for their policies via redundant domain controllers. One of the accounts is set to provide no access to any Windows setting. We subsequently need to change the Windows tooltip colour - is there a way to push this from the domain controllers?
The computers to be "pushed to" are running Windows 7 Professional (32 bit) and the domain controllers are running Windows Server 2008 R1 (32 bit).
