Audio clicks and pops, slowing down.

Whatever I stream online seems to have started playing like a slowed down timestretch with clicks and pops. Talking sounds like they are gargling. It's happening with all BBC streams and Youtube. I haven't got anything open that is taking much memory and have never had any problems running multiple websites before. The more things I open and run, the slower the streaming gets. When people are talking it sounds like they are very drunk.
